When you see the "rtl60.bpl not found" error - it means that the
application that you are trying to run is not (or is no longer) installed properly.
The file "rtl60.bpl" is a support library for applications that are written using a
Borland (or Embarcadero) development platform.
Simply locating the dll and downloading from a website that has the sole purpose of getting you to download miscellaneous files while using the opportunity to advertise is not likely to work.
If you have the source code and the development environment that the application was developed in you may have some success by recompiling the application with different options.
It is not known (at the time of writing) if Embarcadero Technologies have a Windows 7 compatible IDE that will produce Windows executbles for the Windows 7 platform.
My experience with bpl60.dll not being found was from trying to run my Windows based program editor from Ubuntu Linux using Wine. (I think)
